Looking at DSL Forum earlier today, saw that they comparing DSL subscribers with the number of main lines. It's an interesting way of looking at broadband uptake. Perhaps compare DSL lines with the number of telephone service subscribers is more helpful?

At the end of December 2003, China had 10.95 million subs, leading the world market. Japan 2nd with 10.27, US 3rd with 9.12 million, and Korea 4th with 6.43 million.
